Türkiye Launches AI Revolution: 1 Trillion TL Investment in the Future of Technology

Looking at the global startup and venture capital scene, I see a clear picture: The cards are currently being completely reshuffled. Artificial intelligence is no longer just a buzzword added to pitch decks; it is the core infrastructure itself that will determine which markets lead tomorrow.
When I thoroughly examined Türkiye’s new 5-Year AI Action Plan, my first thought was: This is not a theoretical draft meant to be shelved. What we have here are concrete figures, massive infrastructure, and a crystal-clear determination to reposition the region as a technology hub.
Since the intersections of technology, market potential, and capital have always excited me, I evaluated the key highlights of this plan for you from the perspective of an investor and strategist:
1. 1 Trillion ₺ Value Creation and Capital Flow
Planned targets include creating an economic value exceeding 1 trillion ₺, $10 billion in private sector investments for data centers, and an accelerated application process of maximum 30 business days for international investors. Additionally, at least 2% of the public investment budget will be directly allocated to AI projects.
The 30-day fast-track target excites me as an investor. In cross-border investments, capital prefers destinations free of bureaucratic hurdles. The state entering the game as a reliable anchor customer significantly reduces perceived risk in transactions.
2. A Promise of 5 Million Citizens and Talent
Within two years, 5 million citizens will gain basic AI literacy. In parallel, 10,000 specialists and 100,000 application professionals will be trained, while 1 million employees will be reskilled through transformation programs.

Every time I talk to founders, the conversation inevitably arrives at the same point: Talent shortage. This plan directly addresses that pain point. For me as an investor, this creates tremendous leverage: Access to a highly skilled talent pool under extremely competitive and attractive frameworks.
3. Infrastructure Power and ‘GPU for Everyone’
By 2030, the targets are 1 GW of data center capacity, 1 Exabyte of storage, and 100 Tbps backbone capacity. Researchers and startups will receive 20 million GPU-hour credits annually and access to 2,000 open datasets through the National Data Library.
Compute power is the biggest hurdle facing early-stage startups. When startups don’t have to burn their raised capital directly on sky-high cloud costs and instead gain GPU access, their runways change completely. This makes the entry stage highly attractive for us investors.
4. 25 Billion TL for Entrepreneurs and AI Growth Zones
For startups, a 10 billion TL Research Fund, a 15 billion TL Growth Fund, and 5 new Growth Zones with ready infrastructure will be established by 2028.
Separating the research and scaling phases so cleanly is a very right approach. It shows a deep understanding of startup growth dynamics. The new zones will become true hubs for synergies, co-investments, and eventually M&A exits.
5. Physical AI, Robotics, and Native Language Models
The plan is completed by 2 robotics centers, 3 test grounds, and a joint large language model (LLM) to be developed with the Organization of Turkic States by 2027.
The software side is crucial, but combining it with physical AI and robotics is the true pinnacle. The joint language model will not only provide data sovereignty but also open direct access to a culturally connected market of over 170 million people.
Conclusion
This action plan shows me clearly: Türkiye no longer wants to be just an observer or consumer in the tech race; it wants to actively shape it. Exactly at this intersection, highly exciting opportunities are emerging for investors, entrepreneurs, and international partners.
